COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) $1,339,292
The CDBG program was established by the Federal
Housing and Community Development Act of 1974. The CDBG program is a
federally funded competitive grant program designed to help
communities of less than 50,000 in population with their greatest
community development needs. Eligible applicants are limited to
general-purpose local governments. All projects must principally
benefit low- and moderate-income persons. The primary objective of
the CDBG program is to develop viable communities by providing
decent housing and a suitable living environment, and by expanding
economic opportunities for persons of low- and moderate-income.
Seventy percent of the funds must be used for activities that
benefit low- and moderate-income persons.
The regulatory goals of the program are to:
- Provide decent, safe, and sanitary housing
- Provide a suitable living environment
- Expand economic opportunities
The City of Woonsocket receives an annual CDBG
Entitlement Grant from the U.S. Department of Housing and Urban
Development (HUD). Activities that receive CDBG funding must be:

Eligible within the program regulations published in
the Code of Federal Regulations as 24 CFR Part 570.

Meet one of three National Objectives of the
program established by Congress, which require that activities must:
§
Provide a benefit to low and moderate income persons;
§
Prevent or eliminate slum and blight; OR
§
Meet an urgent community need that threatens the
health or welfare of residents.
HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) $582,144
The HOME provides formula grants to fund a wide
range of activities that build, buy and/or rehabilitate affordable
houses for rent or homeownership or provide direct rental assistance
to low-income people. HOME is the largest federal
block grant to state and local governments designed exclusively to
create affordable housing for low-income households. The City of
Woonsocket receives an annual HOME grant from the US Department of
Housing & Urban Development.
LEAD HAZARD REDUCTION DEMONSTRATION GRANT (LHRDG) $2,816,074
The LHRDG is a competitive grant that provides
funds for a range of activities to reduce lead hazards in affordable
properties and reduce elevated blood lead levels in children.
Woonsocket is in year one of the three-year $2.9 million dollar
grant award to make 225 units lead safe.
EMERGENCY SHELTER GRANT (ESG)
$58,512
The (ESG) program provides homeless persons
with basic shelter and essential supportive services. It can assist
with the operational costs of the shelter facility as well as
administer the grant. ESG also provides short-term homeless
prevention assistance to persons at imminent risk of losing their
own housing due to eviction, foreclosure, or utility shutoffs.
